According to the research I have been conducting your Moses is not related to the New England Rowleys. The first reference in Virginia to a Rowley that I can trace was John Rowley of Stafford County. The area he lived in went back and forth between Stafford and King George counties. The family also owned land in Fauquier County. The following summarizes the lineage:

I. John Rowley was born circa 1640 at England. His wife was named Amey and he died after 1709 at Stafford Co., VA. He had at least two sons and one daughter..

A. John Rowley married Catherine Williams, daughter of Hugh Williams and Mary (--?--). He was killed by Indians on 20 August 1704 at Stafford Co., VA along with his wife, son, and mother-in-law. John had one son, William..
1. William Rowley was born circa 1704 at Stafford Co., VA. He died in 1704 at Stafford Co., VA..

 

B. William Rowley. He was born circa 1670 at Stafford Co., VA. He married Mary (--?--). He died before 7 February 1754 at Brunswick Parish, King George Co., VA. He had four daughters and two sons..

 

1. Elizabeth Rowley married (--?--) Armstrong. She was born at King George Co., VA. She died before 1751..

2. Margery Rowley was born at King George Co., VA. She married Captain Joseph Smith in 1744. She died before 1751..

3. Ann Rowley married James Davis. She then married (--?--) Marders.. She was born at King George Co., VA. Among others, she had a daughter: a) Catherine Davis was born on 20 November 1750. She married Richard Taylor in 1771. She was mentioned in her Uncle William's will..

I have no other information on this line. If you are related to these Moses's, please let me know how. I am quite interested in connecting them to the William Rowley who married into the Lee family in these counties. I show this William as the son of a Mary Rowley who died unmarried..
